These arguments prove the necessity of developing highly competitive effective innovation strategy of the national economy aimed at developing modern innovative system that ensures the competitiveness of the national economy through effective use of scientific and technological capabilities towards promoting good economic growth.

This study identifies global factors conditioning the global problematics of the direction of social development. Global threats were evaluated and defined as dangerous processes, phenomena, and situations that cause harm to health, safety, well-being, and the lives of all humanity, and require removal. The essence of global risks was defined. These risks were defined as events or conditions that may cause a significant negative effect for several countries or spheres within a strategic period if they occur. Global problems were conceptualized. (...) These problems were defined as phenomena, matters, and situations that are not completely understandable, interesting, actual, require solving and regulation, and in addition do not have unified solutions. Current global challenges were analyzed, defined as strategic guidelines that cause transformational changes and are receiving attention from humanity. Global trends were defined as courses of social development. The composition and role of global actors were described, and defined as international organizations, leading states, regional organizations, powerful corporations, institutional investors, large cities, and well-known personalities. The directions of positive courses of social development were developed by means of using the authors’ mechanism of solving the global problematics. (shrink)

Abstract. In this article we developed scientific and applied foundations of commercialization of the nature-resource potential of anthropogenic objects, on the example of exhausted mines. It is determined that the category of “anthropogenic object” can be considered in a narrow-applied sense, as specific anthropogenic objects to ensure the target needs, and in a broad theoretical sense, meaning everything that is created and changed by human influence, that is the objects of both artificial and natural origin. It was determined that problems (...) of commercialization of the natural-resource potential of anthropogenic objects are most often considered by researchers for specific objects, without having complex methodological coverage from the point of view of combining environmental, technical, economic and managerial components. When studying the substantiation of the scientific base, the authors confirmed the feasibility of the commercialization of natural-resource potential of anthropogenic objects on the example of a number of theoretical scientific studies in reclamation, reconstruction, recreation, remediation, restoration of biological productivity and economic value of land disturbed by economic activity. The considered examples of exhausted mines in the 21st century in the USA, Canada, Germany, Romania, and Poland indicate a wide range of opportunities for their commercialization. The study of the potential for commercialization of exhausted mines in the post-Soviet countries testified to the underused reserves for the commercialization of their nature-resource potential and their high potential for further development. The authors proposed the identification of anthropogenic objects on the basic livelihood spheres of society. There were identified the main system (natural, biological, technical, economic, social, managerial) and structural (subjects, trends, threats, risks, problems, challenges) factors of diagnosing the state of an anthropogenic object. A set of measures has been developed for commercialization of an anthropogenic object in functional and production activities, product policy, financial and investment spheres, pricing and sales policies, promotion, management and determination of property rights. Recommendations were provided on optimizing the management decision-making process based on a set of positivistic development principles, methods, and management functions. The study allows international organizations, state and local authorities, territorial communities, owners and potential investors to see new opportunities and make mutually beneficial decisions on the rational use of the nature-resource potential of anthropogenic objects. _Purpose._ The authors of this paper seek to comprehend, on the basis of ethics of discourse and communicative philosophy, the dimensions of human existence in times of war. This involves solving the following research tasks: to show the importance of moral and ethical norms in the structure of human existence and to emphasize the need for their observance by a person in the realities of war; to find out what the role of responsibility and co-responsibility is in preserving the space (...) of human existence in times of war; to explore the influence of discourse on the establishment of rational and social dimensions of human existence, formation of communicative space of understanding. _Theoretical basis._ The ideas of communicative philosophy and principles of discourse ethics, focused on the problems of substantiating ethical norms and values in their relationship with the human life world, and its activities are underlying the research. The analysis of human existence in times of war was carried out considering the theoretical and methodological foundations of philosophical anthropology. _Originality._ It is substantiated that the recognition of the universality of moral norms and values, and the productive power of communication contribute to deepening the understanding of the complexity and versatility of human existence in times of war. It has been determined that human existence’s rational and moral dimensions acquire particular significance in the context of russian aggression against Ukraine. The role of discourse was defined for affirming the humanistic foundations of human existence, in achieving cohesion, interaction, social solidarity, which is a condition for human development as a collective and unique being. It is noted that in war conditions the value of individual forms of human existence is complemented by the obligatory responsibility and co-responsibility for a person, awareness of the significance of coexistence in a situation where there is a threat to human life. _Conclusions._ The study of human existence involves the use of the methodological potential of discourse ethics, the significance of the ideas of which is increasing in the modern world because of the dangers caused by russian aggression against Ukraine. The recognition of the power of universal moral norms and the productive power of communication results in the affirmation of the humanistic foundations of human existence, the formation of the communicative space of understanding and consent necessary for a person. In times of war, the need for communicative rationalization of human existence, awareness of the value of morality and human humanity becomes obvious. (shrink)

Ukraine has a special geopolitical location in Europe - between East and West, South and North. The specificity of this provision is due to multi-year contacts between peoples who lived or passed through its territory, the interactions of different cultures, traditions and worldviews. As a result, there is a rather varied ethno-national and religious palette of Ukrainian population. In today's conditions of building an independent state and civil society, this can be both a positive and a negative factor. Recent events (...) and practices show that the problem of religious and ethnic renaissance has acquired a special political and spiritual significance. Different directions of Christianity, other religions, existing for centuries on the Ukrainian ethnic basis, have been influenced by a wide range of social and national life. Introduction. Anthropotechnical turn in culture is based on educational practices that characterize a person as a subject and at the same time as an object of educational and corrective influence. Theoretical basis. We use the method of categorical analysis, which allows revealing the main outlook potentials of anthropotechnical turn as an essential transformation of modern socio-culture. Originality. For the first time, we conducted a categorical analysis of the glossary of anthropotechnical turn as dialectic of active and passive in the personal (...) and social modes such as education. Conclusions. The anthropotechnical turn of modern socio-culture means the actualization of the dialectic of active and passive in the process of socialization and formation of a person in a modern society. The world-view potential of the anthropotechnical turn is producing a new maxim and stratagem of person's behaviour through the formation of a new way of self-identification and self-esteem. The modern educational system, given the theory of anthropotechnical rotation, should change the content of timological energies from obedience to self-actualization and self-improvement. A prerequisite for this task is the change in the motivation of the education sector and the improvement of the social status of the teacher as an intellectual and leader of opinion. The analysis of the specificity of the information society and its determinatory impact on the individual provides grounds for identifying modern culture as a culture of lost opportunities. Thus, the main cause of disorientation and ignorance of a person is not the lack of information, but the lack of motivation. Therefore, the fundamental principles of anthropotechnical turn are productive in solving pressing problems of our time. (shrink)

The objectives of the study are to determine the main trends and characteristics of the provision of services by Ukrainian travel companies over the past 10 years. Ukraine is explored in terms of domestic and international tourism (inbound and outbound). The study uses the data of the World Tourism Organization (UNWTO), the State Statistics Service of Ukraine, the data of the regional statistical offices, as well as the results of the author's calculations. Modern methods of global clustering and marketing segmentation, (...) using statistically significant data of quantitative and qualitative expert assessments, allow us to identify the development trend of the service of Ukrainian travel agencies. Завдання дослідження - визначення основних тенденції і характерних особливостей надання послуг українськими туристичними компаніями за останні 10 років. Досліджується Україна в розрізі внутрішнього та міжнародного туризму (в'їзного та виїзного). У дослідженні використовуються дані Всесвітньої організації туризму, Державної служби статистики України, дані регіональних управлінь статистики, а також результати авторських розрахунків. _The purpose_ of this study is the reflection on ways of philosophical legitimation for the "Self-made-man" idea in the worldview of the Renaissance and Reformation. _Theoretical basis._ Historical, comparative, and hermeneutic methods became the basis for this. The study is based on the works of Nicholas of Cusa, G. Pico della Mirandola, N. Machiavelli, M. Montaigne, E. Roterodamus, M. Luther, J. Calvin together with modern researchers of this period. _Originality._ The analysis allows us to come to the conclusion that casts (...) doubt on the still widespread belief according to which the emergence of the "Self-made-man" idea is localized by the process of forming the American cultural code and the ideological heritage of Benjamin Franklin. It is highlighted that the formation of this idea is the result of a long process that originated in the ancient world and gains a special impetus in the Renaissance and Reformation. Precisely in the cultural context of the latter, the ancient intention to recognize the individual’s right to self-determination and self-government, which in the depths of Christian theology acquires only a potentially universal character, becomes not only acceptable but also, in the context of Protestantism worldview, the only admissible, in fact, individual’s obligatory life guidelines. _Conclusions._ Humanistic and reformation thoughts quite naturally led to further ideological legitimation of the person’s idea of who is creating oneself. This legitimation was during the complex interaction of numerous factors of culture in the Late Middle Ages, as well as ideas and intentions inherited from Antiquity. Key among them was the gradual formation of a new social order, in essence, indifferent to paternalistic rudiments, together with the ethics of Protestantism corresponding to it. The latter does not only legalize but, de facto, sacralizes the individual’s reorientation from hopes for the synergy of God’s grace and own free will in personal salvation, toward the self-reliance and personal efforts, awareness of personal responsibility for the own fate as key principles of the "Self-made-man" concept. Current local and national demographic trends have deepened the existing and formed new global demographic processes that have received a new historical reasoning that requires deep scientific research taking into account the influence of the multifactorial global dimension of the modern society development. The purpose of the article is to study the development of global demographic processes and to define the causes of their occurrence, manifestations, implications and prospects for implementation in the first half of the 21st century. The authors (...) have identified and characterized four global demographic processes, namely population growth, migration, increase of tourism, and change in population structure. It is projected that in the 30’s of the 21st century, the number and growth rates of the world population will reach the objective growth and these dynamics over the next two decades will begin to change in the direction of reducing the growth rates, which will lead to gradual stabilization, and eventually reduce the size of the world population. By the middle of the 21st century, one can observe the preservation of the growth rates of international and domestic migration, the growth of international migration flows from the South to the North and from the East to the West, the strengthening of new economically developed centers of gravity (Canada, Australia and New Zealand), the increase in migration of rural population to cities, as well as urbanization and activation of the metropolises development. The share of international tourists in comparison with the world population will be constantly increasing, and the annual growth rate of the number of international tourists will significantly depend on the world economy and may vary at the several percent level. Purpose. Research of the phenomenon of human destructiveness in the context of metaphysical images and violence practices of late Modernism. Theoretical basis. The problem is that the philosophical reflection of violence as objectified, realized destructiveness of man is usually contextual in nature and is on the periphery of understanding its external manifestations. Accordingly, anthropological crisis remains behind the scenes, as evidenced by the devaluation of the humanistic potential of modern culture. That is why one should turn the focus from the (...) obvious, objectively conditioned incarnations of violence in the XXI century to the internal factors that are in the realm of existential. The departure from the consideration of violence as an abstract, faceless or ideologically colored evil allowed us to focus on man, his way of thinking, life and social orientations, feelings and internal contradictions, which find their expression in one or another form of destructiveness. Originality. Based on the works of M. Scheler and E. Fromm defining for philosophical anthropology and psychoanalysis, for the first time the conceptualization of positive and negative forms of manifestation of human destructiveness against the background of sociocultural transformations of late Modernism was carried out. It has been proved that its ontological principles are rooted in specifically human existence and relations with other members of society, while anthropological ones are directly connected with the endless struggle of the life, the vital with the spirit in man. Conclusions. Violence is a tool and a product of man’s transition to more mature and complex forms of existence. The interdependence of the violence and nonviolence practices ensures the progressive movement of humanity towards society humanization. This progress is accompanied by a natural internal conflict of personality, which can be both progressive and regressive. At the metaphysical level, destructiveness appears as a connection between the entropy of world existence as a whole and the instability of human existence itself, which is a complexly organized and open to the world system. Self-transcendence as an anthropological prerequisite for human destructiveness has a dual nature and combines negative and positive characteristics, the content and significance of which were revealed in the study. The authors are convinced that there is no other way to overcome the negative, malignant destructiveness, except for the incessant, daily gathering of life meanings around them and their development. After all, the loss of such core structures of the existence as the meaning, purpose and value of life has become a truly global problem for the modern world. Emphasis is placed on the need to keep in harmony the trinity of body-soul-spirit, which will allow a person in any social transformation to preserve and increase his integrity. (shrink)

Muito se tem falado acerca de avaliação unitária do que é publicado, mas pouco se tem discutido acerca dos veículos que asseguram todo o processo de avaliação. Trata-se de um interesse ingente da época – e interesse parece uma roupa bem mais leve para encobrir a palavra moda – que recai sobre a cientometria, que é o Cíclope que domina e percorre o grande domínio da produção científica atual. Sua ingente tarefa é metrificar essa produção científica pelo número de citações. (...) Mas esse Cíclope não poderia estar a fazer seus trabalhos de modo tão incansável nas oficinas do norte do globo terrestre, forjando incansavelmente números sobre números, coletando citações de citações, erigindo estatísticas e mais estatísticas, sem que os resultados de seus esforços não desabassem pesadamente sobre a pós-graduação brasileira. Não se precisa ir longe para entender fenomenologicamente esse processo, nem se precisa vasculhar a bibliografia especializada em busca de alguma explicação complicada e abstrata. Basta olharmos as lives recentes do período da pandemia, de 2020, e se perguntar por que brotaram em tão grande número, e por que tantas pessoas com perfil especializado acorreram às suas discussões. No final das contas, em um processo de avaliação sem coparticipação, elas foram o único modo de expressão e organização espontânea de grupos de pesquisa muito bem enraizados e que têm levado à frente a produção científica do país há décadas. Foram esses grupos que se organizaram, espontaneamente, para dar vazão à própria voz, e para dizer que passarão a ser avaliados por critérios que nunca nortearam a própria produção. É claro que se pode argumentar que os critérios de avaliação da produção científica sempre podem e devem ser alterados, e que sempre o foram historicamente. De qualquer modo, haveria de se discutir seriamente se o critério aplicável a um quadriênio poderia ser definido no final desse quadriênio, quando todas as opções editoriais, por parte dos periódicos, e de escolha de veiculação, por parte dos pesquisadores, já foram feitas, e se encontram cimentadas e encerradas. Também seria importante discutir se deve haver um mínimo de continuidade na passagem de um sistema de avaliação a outro, e qual seria o tempo adequado de adaptação aos futuros novos critérios que viessem a ser adotados. Fatores simples e imediatos da produção científica, bem assentados há tempos, parecem escapar à CAPES: que o impacto de trabalhos na área básica das ciências é bem diferente do impacto de artigos nas áreas que delas se ramificam; que algumas pesquisas tem interesse específico ou fortemente regional, justamente porque resolvem problemas acentuadamente aderidos a um contexto; que a língua em que se publicam trabalhos deve atender à integração e à formação de uma grande comunidade de pesquisadores; que a forte presença de artigos internacionais em um periódico pode expressar a força desse veículo, mas também pode indicar que ele atende principalmente interesses de pesquisa alheios à comunidade nacional, deixando de parte a missão de fortalecer o seu núcleo de pesquisadores, etc. E isso é apenas uma parte da história. Ainda caberia perguntar, no tocante à avidez de cientometria, qual o conúbio de interesses que ela atende: quem recolhe esses dados; com que interesses o faz; como seleciona e padroniza os dados que divulga; como os disponibiliza; como vende o seu acesso; como determina políticas de produção do conhecimento científico ao assim proceder, etc. Uma coisa é certa, todo esse conjunto de questões passa ao largo de nossos gestores, preocupados em avaliar os PPG’s a partir da produção atomizada de seus pesquisadores. Os periódicos, que são o veículo da produção, nunca entraram em questão. Altamente penalizados com todas as políticas que visam avaliá-los, nunca foram convidados a participar desse debate. Na visão de cima para baixo, são o polo passivo, lábil, sempre pronto a se adequar aos supostos objetivos maiores que os ultrapassam. É notável como os periódicos, que sobrevivem em sua maior parte por si próprios, são tratados como algo de pouca monta, como se fosse indiferente a sua contribuição na divulgação do conhecimento científico. Eles são vistos como um produto da evolução em sua concepção mais crua: estabeleçamos os critérios e que sobrevivam os melhores. Muito deveria e deve ser falado sobre uma política para os periódicos, mas, para não ficarmos em lamentações nesse fechamento de quadriênio, vamos entrar no terreno dos avaliadores, para averiguar a consistência da proposta de quem nos avalia. Sob muitos ângulos que se analise, sempre será direto argumentar que o fator de impacto – principal critério erigido para o encerrado quadriênio – é uma métrica importante para a avaliação. Concedamos superficialmente que isso é pertinente para avaliar a produção unitária de cada pesquisador. Muita gente imposta a voz para nos advertir sobre o quão responsável é proceder de tal modo. Ainda assim caberia a pertinente pergunta: Em que o fator de impacto seria útil não para se avaliar a importância de um periódico, mas para uma agência estimular e aprimorar a veiculação da produção do conhecimento científico? Pode um periódico que não veicula a produção em área básica ser avaliado em nível de igualdade com outro que tem esse perfil? Se um periódico centra seus esforços em uma subárea restrita de conhecimento, pode ele ser subavaliado por ter esse recorte editorial? Para entramos no terreno prescritivo, sempre perigoso para a vida da ciência, também podemos indagar: “Deve” um periódico publicar maiormente (nota bene, essa é uma questão para o avaliador, e só ele, responder) os assuntos que reconhecidamente têm tendência a ter um maior fator de impacto? “Deve” um periódico ter como sua missão editorial prioritária publicar artigos com alto fator de impacto, e se organizar para tanto, uma vez que isso passa a medir sua excelência? E indo mais além, e penetrando no fulcro do processo de avaliação, também é pertinente perguntar: Se o fator de impacto é o do artigo citado, pode um pesquisador, que tenha publicado em um periódico de alto fator de impacto, ser bem avaliado justamente pelos outros artigos que ali se encontram e que erigiram aquele fator de impacto? Um artigo de pequeno fator de impacto, publicado junto com outro de elevado fator de impacto, pode receber a métrica que seria atribuída ao periódico? Pode, por fim, o periódico ser responsabilizado por uma métrica geral que será atribuída a cada pesquisador? Fundamentalmente é preciso se perguntar: Em que essa medida aprimora e melhora o processo de avaliação? De que modo ela ajusta os critérios de justiça, para ter um processo mais equitativo para todos os envolvidos? Em que parte das decisões tomadas para o encerrado quadriênio alguém deixou um mínimo expediente concreto voltado para valorizar e aprimorar a contribuição dos veículos que asseguram a mediação de todo o processo, a saber, os periódicos? Para evitar fazer um Qualis dos Artigos, decidiu-se fazer um Qualis dos Periódicos, e agora nos encontramos em um momento em que essa proposta exibe toda a sua inconsistência para os mediadores, porque ela descentra o editor com questões alheias à veiculação do conhecimento científico. E de maneira irracional, sem direito à instância de apelação, sem um necessário norte estabelecido antes dos crivos orientadores do processo, nos entregaremos agora a um processo de avaliação decidido ao final do decurso do quadriênio, e que, para salvar mais um herói internacional, a ciclópica cientometria, desconsidera todo o esforço histórico dos periódicos para veicular e publicizar a produção científica no país. Isso posto, passemos então à apresentação do septuagésimo segundo número, que sobreviveu a esse quadriênio, e viçou em terreno impróprio, contra todas as regras, antieuclidianamente. [...]. (shrink)

The paper deals with the topical issue of studying cyclic patterns in the economy and their practical application for the forecasts on the development of financial markets. The work aims to establish the features of the seasonal-cyclic patterns "The January barometer" and "The first five days of January" in the international financial markets in current conditions and to develop recommendations for the practical application of these patterns in the investment activities. The US stock market as an integral part of the (...) World financial market was chosen as a basis for research. The research was conducted by statistical processing of data on the values of the broad market index Standard & Poor's-500 for the period from 1950 to 2019. The study showed that the formation of forecasts about the annual growth or decline of the stock market index using the seasonal-cyclic patterns "The January barometer" and "The first five days of January" can show a high result in cases where the growth of the Standard & Poor's-500 index by the results of both the first five days of January and the results of the entire month of January of this year is a positive value. Otherwise, forecasting based on these instruments is not advisable. The best results (the forecast efficiency was 93.3%) were achieved with the joint application of both cyclic patterns. The practical application of the research results makes it possible to improve the efficiency of investment activities in international financial markets. (shrink)

Purpose. Romanticism as a movement developed in Germany, where, becoming the philosophy of time in the 18th-19th centuries, spread to all European countries. The "mobility" of the Romantic doctrine, its diversity, sometimes contradictory views, attitude to man as a free, harmonious, creative person led to the susceptibility of this movement by ethnic groups, different in nature and mentality. Its ideas found a wide response in Ukraine with its "cordocentric" type of culture in the early nineteenth century. Since the peculiarity of (...) "Ukrainian Romanticism" was its "literary-centric" nature, the purpose of this study is to analyse and comprehend the place of man in the national philosophy and literature of this period. Accordingly, the main tasks of the work are as follows: to determine the main features, the nature of Ukrainian Romanticism; to trace the main vectors of comprehension and image of man in the literature of this time. Theoretical basis. The ideas of European Romanticism were creatively rethought and assimilated during the emergence of new Ukrainian literature. It provided samples of highly artistic works, unique names of talented writers – creators and thinkers, who in their works reflected the philosophy of time. Based on the works of F. The authors of the article prove that Romanticism in Ukraine, being "literary-centric" inherently, having absorbed the main ideas and features of European Romanticism, has its own features and vectors of formation and development. Man in this kind of movement, thanks to the means of art, appears very clearly as a spiritually rich, sensitive, vulnerable and strong person. For him or her, the highest value is freedom, the ability to make freely independent fateful decisions. Conclusions. Ukrainian writers, reflecting the philosophical ideas of Romanticism, saw in man a harmonious combination of "natural" and "social", through which he indirectly carries out his own national existence. In addition to the objective realities of the external world, in their works, Romantic writers appeal to the subjective, internal, spiritual, "ideal" world of the hero, who interacts with reality through his own system of values. At each level of development of the humanities and methodology of cognition, this allows a new reading of these works. (shrink)

Comparing the degree of openness of the economy of Poland and the Netherlands, we can say the following. The Netherlands is more dependent on foreign trade than Poland. The Netherlands export quota reaches almost 50%, unlike 41,37% in Poland in 2016. However, Poland has become more import-dependent. Poland, in contrast to the Netherlands, is continuing to increase the indicators of "economic globalization". To date, the Netherlands has been pursuing more moderate foreign trade policy and trying to protect itself from external (...) risks by focusing on an internal market with high purchasing power. On the contrary, Polish politics tries to focus on the new markets for its products in order to increase the prosperity and well-being of its citizens. Poland as a country and an economic entity has made a qualitative leap in its development. The economy of this country has become more open and integrated into the world economy. (shrink)

Purpose (metatask) of the present work is to attempt to give a glance at the problem of existential and anthropo- logical risk caused by the contemporary man-made civilization from the perspective of comparison and confronta- tion of aesthetics, the substrate of which is emotional and metaphorical interpretation of individual subjective values and politics feeding by objectively rational interests of social groups. In both cases there is some semantic gap pre- sent between the represented social reality and its representation in perception (...) of works of art and in the political doctrines as well. Methodology of the research is evolutionary anthropological comparativistics. Originality of the conducted analysis comes to the following: As the antithesis to biological and social reductionism in interpretation of the phenomenon of bio-power it is proposed a co-evolutionary semantic model in accordance with which the de- scribed semantic gap is of the substantial nature related to the complex module organization of a consistent and adaptive human strategy consisting of three associated but independently functional modules (genetic, cultural and techno-rational). Evolutionary trajectory of all anthropogenesis components including civilization cultural and so- cial-political evolution is identified by the proportion between two macro variables – evolutionary effectiveness and evolutionary stability (sameness), i.e. preservation in the context of consequential transformations of some invari- ants of Homo sapiens species specificity organization. It should be noted that inasmuch as in respect to human, some modules of the evolutionary (adaptive) strategy assume self-reflection attributes, it would be more correctly to state about evolutionary correctness, i.e. correspondence to some perfection. As a result, the future of human nature de- pends not only on the rationalist principles of ethics of Homo species (the archaism of Jurgen Habermas), but also on the holistic and emotionally aesthetic image of «Self». In conclusion it should be noted that there is a causal link between the development of High Hume (NBIC) technologies and the totality of the trend in the anthropological phenomenon of bio-power that permeates all the available human existence in modern civilization. As a result, there is a transformation of a contemporary social (man-made) risk in the evolutionary civilization risk. (shrink)

Purpose. The dynamics and pace of social and economic transformations that are characteristic of modern society, lead to an increase in tension and the destruction of habitual stereotypes – ideals, values, norms, patterns of behaviour that unite people. These moments encourage us to rethink the understanding of "security" essence, in particular, psychological, which emphasizes the urgency of its study in the philosophical and sociocultural coordinates. Theoretical basis of the research is based on the philosophical methodology of K. Jaspers, E. Fromm (...) and the A. Maslow’s psychological approach to understanding of a person. Originality. Psychological security is considered at different levels: first and foremost, society is a characteristic of social security, that is an analysis of how today’s social technologies, social changes affect the quality of life of the country’s population; secondly, the social environment – the family, the immediate environment, reference groups, training teams; thirdly, a person is an experience of his own security-insecurity, when it is possible to talk about the manifestations of psychological violence, when certain behavioral acts contribute to the violation of the security of the other or to self-destruction. It is found out that the knowledge of psychological security is closely connected with the socio-historical conditions of being, with the level of development of material and spiritual culture, with the interests and values prevailing in society, which determines its ontological, epistemological and axiological features. The presented issue is considered in the correlation of psychological security with types of scientific rationality – classical, nonclassical and post-nonclassical approaches, within the framework of which various perspectives, aspects, forms and types of psychological security are studied. Conclusions. The concept of security requires a systematic description of its manifestations, types, levels, concepts: security as the absence of dangers ; security as a certain activity to ensure or to prevent any threats or dangers ; security as a conscious necessity, the value of the individual. The study systematizes various ideas about psychological security in accordance with the logic of scientific knowledge: in the mainstream of classical, non-classical and post-nonclassical approaches. This paper addresses the issues related to designing and estimating the strength of solid-alloy elements in the deforming broaches of significant diameter (exceeding 150 mm) for the developed process of discrete broaching. The tool limit condition was assessed based on two strength criteria: the specific potential energy of shape change and the maximum tangent stresses. Numerical modeling using the finite element method has made it possible to derive the distribution of equivalent stresses in the tool elements and the contact stresses (...) at the surface of the contact between a solid-alloy insert and the body, which enabled the analysis of tool strength under loading. The simulation was performed under a single normal load, which ensured the versatility of the calculation for any contact pressure values. We have derived formulae to calculate the acceptable contact pressure depending on unit load. The effect of the insert protrusion height over the body on the strength of tool elements has been established. We have derived engineering dependences that determine the required magnitude of insert protrusion over the body depending on the ultimate load. An example of calculating the strength of a prefabricated deforming element in the machining of a sleeve made from gray modified cast iron of hardness HB230 has been considered. Our calculations have shown that the deforming element designed for the new technological process corresponds to the conditions of strength, provided the ratio h1/h=0.15 is maintained (where h1 is the insert height above the body, h is the insert height). The results obtained could be used in engineering calculations when designing the prefabricated tool for discrete deformation, as well as to assess the strength of prefabricated tools, such as cutters, core drills, reamers, when refining external loads. This discussion paper aims to explore potential ethical and moral implications of (patient) centredness in nursing and healthcare. Healthcare is experiencing a philosophical shift from a perspective where the health professional is positioned as the expert to one that re‐centres care and service provision central to the needs and desires of the persons served. This centred approach to healthcare delivery has gained a moral authority as the right thing to do. However, little attention has been given to its moral and (...) ethical theoretical grounding and potential implications for nurses, persons served and the healthcare system. Based upon a review of academic and grey literature, centredness is proposed as a value‐laden concept in nursing inquiry. Potential moral and ethical implications of centredness on nurses/healthcare providers, persons served and the healthcare system are discussed. These challenges are then considered within the context of normative and relational ethical theories. These perspectives may offer guidance relative to how one should act in those circumstances as well as an understanding as to how interdependency and engagement with the other person(s) can help navigate the challenges of a centred care approach. Viewing centredness through an ethical theoretical lens provides a valuable discourse to nursing in efforts to expand the knowledge base and integrate centred approaches into practice and policy. Introduction. The Chinese language, unlike Russian, has several terms, denoting different statuses of Chinese migrants, but there is no term such as “diaspora”. These features are interpreted by the authors along the lines of social ontology as independent sociological concepts, constructing particular migrant groups. The article’s oobjective is to show their internal coherence and correlation with the notion of “diaspora” as well as to outline the difficulties and problems occurring as the result of the interaction between researchers dealing with the (...) topic. The relevance of the study stems from the fact that researchers have paid little attention to differences in national academic discourses that are meanwhile very important because intercultural differences can only be negotiated if there is an understanding of what they are. With regard to diaspora discussions, this understanding has yet to be developed. The article shows that in diaspora studies there is a language barrier, which at the moment is currently an impassable obstacle for authors who write about the diaspora in different languages.Methodology and sources. To work on the article, the authors used a discursive analysis of academic texts on Chinese migration and Chinese migrants, as well as dictionaries and official documents such as the Large Chinese-Russian Dictionary, the Tsihai Dictionary (辞海 ci hai – Sea of words), the Large Russian Encyclopedia, State Council resolutions, and Chinese legislation.Results and discussion. The treatment of 10 terms replacing the notion of “diaspora” in Chinese language is disclosed. The authors describe characteristic features of each group. It is illustrated that there is a linguistic asymmetry, as a result of which the European notion of “diaspora” receives specific connotations when translated into Chinese that cannot account all the features of this community, thus in the Chinese academic discourse the substitution with the most important from the translator and editor's point of view equivalent (the situation “instead of diaspora”) is made.Conclusion. It is concluded that in Chinese, through translation, the author expresses important features of the migrant community, emphasising either its closeness, or its distance to the “diaspora” status. The philosophy of religion as presented by Hermann Cohen and Paul Natorp, the founders and main representatives of the Marburg School of Neo-Kantianism, is an important and at the same time controversial part of their philosophical systems. The discussion around the problems of religion began within the Marburg School and still continues among those who study that School. The reason for this is that “fitting” philosophical thinking about the phenomenon of religion into the classical triad of any system of philosophy, (...) i. e. effectively formulating that phenomenon in logical concepts, ethical postulates and aesthetic principles touched the very foundations of that system. Drawing mainly on the rough notes and correspondence of Cohen and Natorp I argue that, in spite of internal and quite important differences over the problems of religion and its place in philosophical constructions, Cohen and Natorp, first, retained their commitment to critical idealism and remained loyal to their philosophical school to the end and, second, followed the principle of mutual respect, preserving their professional and human sympathy for each other. Besides, I substantiate my assertion that Marburg Neo-Kantians had different concepts of the special place of religion in the system of philosophy. The specific nature of this difference warrants the discussion not only of the boundary of reason and rationality but adds new dimensions to that boundary, filling it with content and thus broadening the very sphere of critical idealism. In the course of the discussion of the problems of religion, Paul Natorp and Hermann Cohen stake a claim to projects for the serious transformation of philosophy which they tried to implement in their later works. The article discusses the affinity of the ideas of two prominent Russian scholars N.N. Moiseev and V.S. Stepin. This affinity of their ideas is above all expressed in the global scale of their thinking, in their orientation toward the search for the ways of mankind development. Both thinkers sought a way out of the limitations and crisis of technological civilization through the promotion of basic values of harmony in the evolution of society and the biosphere. They made an enormous contribution (...) to the development of both humanitarian and natural sciences areas of knowledge related to social management and development, techonology, economics, law, medicine, ecology, education, etc. They worked in an interdisciplinary areas and were successful integrators of natural science and humanities. Simultaneously with the scientific work, Moiseev and Stepin were excellent teachers and mentors of both young and mature researchers. They have created successful scientific schools that include many dozens of outstanding scientists. They devoted much attention and much time to social work, primarily in various structures of the Russian Academy of Sciences. The affinity of Moiseev’s and Stepin’s ideas is shown in four areas of their activities: overcoming the crisis of technological civilization and the limitations of the concept of sustainable development, research into socio-humanitarian cybernetics, development of advanced education models, implementation of successful scientific diplomacy projects. The author of this article participated in joint research projects with Moiseev and Stepin, the personal communication with them and their ideas significantly influenced author’s life path, interests and research results. Punchenko, A. Zelenkova, C. Kirvel, A. Lazarevich, V. Nikitenko, A. Sosnin, A.Utkin and many others. The aim of the article is to concretize the concept of “globalization”, and also through the analysis of tectonic shifts in the world sociological system, to represent the main socio-political, cultural and civilizational dimensions of this concept. Research objectives - in the context of the stated goal, the essence of the social dynamics of a globalizing world is revealed. Research Methodology. The methodology is based on an integrated approach, due to its interdisciplinary nature. The result of the study. Sociodynamics is revealed as the process of its deployment in time and space in conjunction with the social organization of social organization, as well as with social changes and upheavals affecting the progressive course of its development. The contradictory nature of globalization has been proved, its brilliance and poverty are revealed with specific examples. The whole range of problems of globalization as a multidimensional phenomenon is actualized. The reasons that prevented the implementation of the concept of Western ideologists about building a unipolar world and the creation of a single governing body under the auspices of the United States are revealed. Sociodynamics of the global world, in the context of the goal set, is reflected through the prism of the financial and economic dimension; through the formation of frontiers, fraught with the charge of aggravation, instability, risks, dynamic chaos. Conclusions. The mechanisms of regulation of the emerging chaos in social relations - threats, sanctions, crisis fluctuations, the use of “soft power”, conflicts, etc. are substantiated. When the Nineteenth All-Union Party Conference was taking place, tens of millions of people followed its course. Literally the entire country was drawn into those heated debates in the congress hall. One can say without exaggeration that the conference was a revelation. It showed that it is possible to live differently from the way we have been accustomed, or the way we have learned over many decades, i.e., to say what we think and what we want to say, not somewhere (...) in a back corridor but in public, even at a top Party forum. All this is the result of that mighty revolution in consciousness that began in people's minds that memorable April of 1985. And the press is today playing a special role in that revolution. The state-of-art research in the field of life’s organization confronts the need to investigate a number of interacting components, their properties and conditions of sustainable behaviour within a natural system. In biology, ecology and life sciences, the performance of such stable system is usually related to homeostasis, a property of the system to actively regulate its state within a certain allowable limits. In our previous work, we proposed a deterministic model for systems’ homeostasis. The model was based on dynamical system’s (...) theory and pairwise relationships of competition, amensalism and antagonism taken from theoretical biology and ecology. However, the present paper proposes a different dimension to our previous results based on the same model. In this paper, we introduce the influence of inter-component relationships in a system, wherein the impact is characterized by direction (neutral, positive, or negative) as well as its (absolute) value, or strength. This makes the model stochastic which, in our opinion, is more consistent with real-world elements affected by various random factors. The case study includes two examples from areas of hydrobiology and medicine. The models acquired for these cases enabled us to propose a convincing explanation for corresponding phenomena identified by different types of natural systems. (shrink)

The purpose of this study is to investigate the antecedents of guests’ behavioral intentions in Malaysia’s peer-to-peer accommodation industry. This study focused on the effects of physical and social environment on guest emotions, satisfaction, and subsequently on guest’s behavioral intentions towards P2P accommodation. The proposed research framework was developed based on Stimulus-Organism-Response model. Partial Least Square Structural Equation Modeling was used to examine the proposed hypotheses. Data were collected from 476 foreign visitors who stayed at P2P accommodations in Malaysia using (...) online survey. The findings demonstrated that the P2P accommodation’s social and physical environment had a positive impact on guest satisfaction and emotions, while both satisfaction and emotions had significant impact on guest behavioral intentions. The findings also extend the applicability of the S-O-R theory in P2P accommodation context. In practice, both the physical and social environments are important stimuli cues to induce favorable level of organism factors, i.e., satisfaction and emotions. While behavioral intentions acted as the response factor in examining visitor’ responses towards P2P accommodation. All in all, this study emphasizes how crucial it is to emphasize on the external and internal factors when encouraging positive response in P2P accommodation platforms. (shrink)

As a preliminary step to beginning to assess the usefulness of clinical vignettes to measure ethical sensitivity in undergraduate medical students, five clinical vignettes with seven to nine ethical issues each were created. The ethical issues in the vignettes were discussed and outlined by an expert panel. One randomly selected vignette was presented to first, second and third year students at the University of Toronto as part of another examination. The students were asked to list the issues presented by the (...) patient problem. Responses from 281 students were obtained. These students identified an average of 2.72 ethical issues per vignette. Each response was classified under the domains of autonomy, beneficence and justice. Comparisons were made between classes and between vignettes. There was considerable variation between classes and the responses to different vignettes seem to indicate that different vignettes measure the various domains in different ways. It does appear that the use of vignettes is one way to measure aspects of ethical sensitivity in medical students but more study is required to clarify exactly what is being measured. (shrink)

In this paper, I analyzed the discussion on the principle of universalizability which took place in moral philosophy in 1970–1980s. In short, I see two main problems that attracted more attention than others. The first problem is an opposition of universalizability and generalization. M.G. Singer argued for generalization argument, and R.M. Hare defended universalizability thesis. Hare tried to refute Singer’s position, using methods of ordinary language philosophy, and claimed that in ethics generalization is useless and misleading. I have examined Singer’s (...) defense and concluded that he was right and Hare was mistaken. Consequently, generalization argument is better in clarification of the relationship between universality and morality than Hare’s doctrine of universalizability, and hence the universality of moral principles is not incompatible with the existence of exclusions. The second problem is the substantiation of the application of categorical imperative in the theory of relevant act descriptions and accurate understanding of the difference between maxims and non-maxims. In Generalization in Ethics, Singer drew attention to this theme and philosophers have proposed some suggestions to solve this problem. I describe ideas of H.J. Paton, H. Potter, O. O’Neill and M. Timmons. Paton coined the teleological-law theory. According to Potter, the best criterion for the relevant act descriptions is causal one. O’N eill suggested the inconsistency-of-intention theory. Timmons defended the causal-law theory. My claim is that the teleological-law theory and the causal-law theory fail to solve the relevant act descriptions problem and the causal criterion and the inconsistency-of-intention theory have their limits. From this, I conclude that these approaches cannot be the basis for clarifying the connection between universality and morality, in contrast to Singer’s approach, which, therefore, is better than others to clarify the nature of universality in morality. Following previous studies of Vanucci, Petracchi, Lesen, Alippi, and Santini on Pascoli the present work is devoted to describing the college years of the poet in the city of Urbino. The author compiled his data from the Archives of the Liceo Raffaello where the poet studied, from the writings on education by Pascoli's masters, especially Father Serfieri, and also from the later correspondence of the poet. Scientific novelty - identification of problems of interaction of man, culture and education in the conditions of the information society, contributing to the formation of a new cultural and educational policy as a policy of sustainable development. The results of the research: the interaction of man, culture and education - it is a valuable inter-deterministic phenomena of human existence, which saturate, enrich and complement each other. Therefore, the emergence of the concept of educational culture, and sometimes there is a scientific and educational culture, or educational and information culture, is not accidental in the information age. It is also complemented by the concept of "cultural and educational policy". Conclusion - we formed the concept of interaction of man, culture and education in the information society, based on a new cultural and educational policy that contributes to the formation of a policy of sustainable development. The paper addresses the use of heterogeneous ensembles of intelligent unmanned vehicles in such a perspective field of innovations as an unmanned fishery. The issues of joint activity of unmanned vehicles of different types in fishing operations based on intelligent technologies are investigated. The “smart fishing” approach based on the joint fishing operation model is proposed. The operational framework that includes missions, roles, and activity scenarios embedded in the discretized spatial model is presented. The scenario activities are considered as the (...) sequences of pentad that determine executing specific functions concerning the specified waypoint, timepoints, and the states of vehicles. The definition of the plan as the scenario prototype that needs adjusting to the conditions of the situational context is proposed. The coordination problem regarding the joint activities of the unmanned vehicles and their scenarios is defined and the coordination framework based on the distributed common board model and coordination primitives is presented. The prototype of the intelligent scenario-based system including the implementation of both operational and coordination frameworks developed for the control of unmanned vehicles is described. This system makes unmanned vehicles capable to absorb all the latest advances in intelligent technologies to perform smart fishing operations jointly in a large heterogeneous group. The proposed approach to smart fishing using intelligent technologies makes it possible to detach fishermen from the fishing activities dangerous to their life and health, to reduce significantly poaching and illegal fishing, to increase the overall efficiency of fishing operations, and even to save the marine ecosystem. Correlations of spins in a system of entangled particles are inconsistent with Kolmogorov’s probability theory (KPT), provided the system is assumed to be non-contextual. In the Alice–Bob EPR paradigm, non-contextuality means that the identity of Alice’s spin (i.e., the probability space on which it is defined as a random variable) is determined only by the axis $\alpha _{i}$ chosen by Alice, irrespective of Bob’s axis $\beta _{j}$ (and vice versa). Here, we study contextual KPT models, with two properties: (1) Alice’s (...) and Bob’s spins are identified as $A_{ij}$ and $B_{ij}$ , even though their distributions are determined by, respectively, $\alpha _{i}$ alone and $\beta _{j}$ alone, in accordance with the no-signaling requirement; and (2) the joint distributions of the spins $A_{ij},B_{ij}$ across all values of $\alpha _{i},\beta _{j}$ are constrained by fixing distributions of some subsets thereof. Of special interest among these subsets is the set of probabilistic connections, defined as the pairs $\left( A_{ij},A_{ij'}\right) $ and $\left( B_{ij},B_{i'j}\right) $ with $\alpha _{i}\not =\alpha _{i'}$ and $\beta _{j}\not =\beta _{j'}$ (the non-contextuality assumption is obtained as a special case of connections, with zero probabilities of $A_{ij}\not =A_{ij'}$ and $B_{ij}\not =B_{i'j}$ ). Thus, one can achieve a complete KPT characterization of the Bell-type inequalities, or Tsirelson’s inequalities, by specifying the distributions of probabilistic connections compatible with those and only those spin pairs $\left( A_{ij},B_{ij}\right) $ that are subject to these inequalities. We show, however, that quantum-mechanical (QM) constraints are special. No-forcing theorem says that if a set of probabilistic connections is not compatible with correlations violating QM, then it is compatible only with the classical–mechanical correlations. The purpose of this article is to analyze the variability of the "Self-made-man" idea in the context of the Christian Middle Ages in its primarily historical and philosophical presentation. Research is based on the historical and philosophical analysis of the medieval philosophy presented foremost by the works of Aurelius Augustine, P. Abelard, Thomas Aquinas, and also by the modern researches of this epoch. Theoretical basis. Historical, comparative, and hermeneutic methods became fundamental for this research. Originality. The conducted analysis allowed to (...) draw a conclusion that, despite the still existing view of the Middle Ages as a kind of an ideological gap in the formation of the self-determination idea, the Christian philosophy of this period not only does not reject but also gives essentially the universal character of the ancient intention to recognize the individual’s right to self-determination and self-government, makes it not only religiously acceptable but also obligatory. Conclusions. Despite to general theocentrism, providentialism and fatalism of Christian medieval philosophy and culture in general, at its epicenter there is a man of a special type, focused on preserving spiritual autonomy and identity in the social dimensions of their existence, and at the same time, on personal responsibility for their own destiny. Such focus became a logical and somewhat unexpected result of the complex interaction of numerous factors of medieval culture, as well as the ideas and intentions inherited from Antiquity. In particular, the idea that a person who does not act freely cannot be morally responsible for what he does, as well as the intentions of the ancient sage to autonomy, autarky, and apoliticism. In the Middle Ages, this intention became essentially universal, as it became a right, even an obligation of every Christian to be free, at least from the worldly, in determining and realizing his own destiny. The gradual compromise recognition that personal salvation is possible only as a result of synergy, i.e. the co-participation of God’s grace and human freedom, legitimizes and strengthens its focus on active personal efforts and personal responsibility for one’s own salvation, in fact for one’s own destiny. All this in historical perspective was found in its radicalized and purified from all sorts of mystical and religious layers of expression in the idea of "Self-made-man". (shrink)

The purpose of the study is to identify a common theoretical basis for the study of human life as capital and unconditional higher value. Theoretical basis is based on the value-laden and revised structural constructivism, provided by the French philosopher and sociologist Pierre Bourdieu, critical analysis of the concepts of capital as the embodiment of social expectations, the biological concept of the value of human life, as well as the concepts of its sanctity. Originality. It is proved that one should (...) not consider the value of human life as capital only but instead takes into account its different value interpretations, especially when forming the social identity of a person. Moreover, in each of the value systems, the value of human life can be recognized as unconditional, which does not prevent the coexistence of such different value interpretations within the framework of one social identity, which then inevitably becomes a multiple social identity. Conclusions. Human life cannot be considered as a result of integrating economic expectations into the concept of "advertising" capital: first, expectations may well be inadequate; second, expectations by themselves are not directly related to capital; third, expectations do not necessarily lead to development; fourth, one should clearly distinguish between the spontaneous "expectations" and the values that express people’s strong motivation as members of social communities. The multiplicity of possible cultural conditions that affirm the unconditional value of life indicates that this unconditionality is always relevant rather than absolute. The multiple social identities could be used to add value to the protection of human life, the affirmation of multiple social identities is a means of affirming the unconditional value of human life – it is unconditional in several alternative ways. The relevance of the study has two sides — individual and general. In its essential aspect, it is the development of achievements of predecessors by consistently taking into account the latest data on trends and changes in the interconnected spheres of education, economics and culture. In the individual aspect, it is about improving the professional means of improving the efficiency of teaching foreign languages in order to form students with a high level of linguistic-professional competence. Public relevance is the goal (...) of educating young people in a new patriotic direction, because today, due to various global influences, the classical principles of life in the agrarian system, created in recent centuries, or in the industrial society, are devalued due to various global influences. The purpose of the study in a broad sense was to highlight the causes and consequences of the European religious Reformation as the main factor in accelerating the movement of the whole of Western Europe to the position of the world leader that previously belonged to China. We see precis e tasks in the integrated analysis on the basis of the latest discoveries of many humanities and exact sciences in the educational, economic and cultural systems of Germany and other successful European states. On this basis, we hope to fulfill the public task which is to make significant proposals in the plans and practice of higher education reform in Ukraine. The methodology of the study relies on the best classical means, on the principle of historicism and the continuity of the connection between the material and the ideal, a modern multidisciplinary approach. For the highest effectiveness of the research, we will use the latest scientific data and recommendations of the innovators who collect and use these data. The results of the study mostly follow from the mentioned new discoveries. They testify that in ancientt history, in the role of locomotives of civilizational progress in the western part of Eurasia, direct descendants of the inventors of agriculture acted, among which the especially great contribution belongs to the ancestors of Ukrainians from the territories of Trypillya and the Great Trypillya. It is indicated that during the existence of the Great Trypillya, future German farmers acquainted themselves with the technologies of the Great Trypillya, so the German language, through borrowed words, became part of the Indo-European family. It is noted that after the collapse of the Great Trypillya, the Germans and Slavs became neighbors along the meridian Elbe. In the age of steppe invasions, future Ukrainians and Germanic tribes did not get in contact, and the influence of the Roman Empire was mostly experienced by western lands. Emphasis was placed on the evolution of ideological, religious and other paradigms in the territory of Germany after the collapse of the Holy Roman Empire, which determined the development of the nation for the next hundreds of years. The religious and philosophical paradigmatic origins of those unique features of culture and education that during the nineteenth century were emphasized. brought Germany to the position of the scientific and technological leader of the world. The high role of German neo-humanism and the Berlin Research University were noted. In the final section, special attention is paid to religious issues and to the destructive impact on social and other processes in the German immigration flows of Islamists. The conclusions focus on the competition of several important paradigms in the education of modern Germany and the proposals made to incorporate German experience in legislation and the use of the Bologna process. An important caution is made regarding the choice of Germany's strategy for the development of the scientific and educational complex 'within the framework of the Lisbon project. This country has become a world leader not only in alternative energy, but also in the implementation of the fourth industrial revolution.
